It may depend on which airline you are using. If you go to the pet travel center they have lists of airlines with all their policies on pet transportation. I just tried Air India and the site was busy, but it will probably be OK by now, and there are also phone numbers provided.

I also came across a private company called airanimal.com, which arranges pet transportation around the world, but they don't claim to be cheap.
