How Long Do I Keep Baby Chicks Inside?

My wife and I decided to try our luck at raising chickens. We never did our homework before buying our little buddies. We never built a hen house due to it being winter time and the ground being frozen. How long should one keep these baby birds inside before putting them outside. Right now they are under a light for heat and being kept in our living room. Wow!..I really need help! (They are a month old and growing fast) We are about ready to fly our own coop!

If there mother is with them, there's no need to keep them inside.
If the mother is not with them then it just needs to be an outdoor coop with food, water, and a low hanging dowel rod in the coop, so they can roost
