Have your puppy examined by a veterinary ASAP.  Puppies do not have a big reserve when they get sick. Neonatal puppies that start fading can be gone within 24 hours.  They are very sensitive to hypothermia (getting too cold), hypoglycemia (low blood sugar), and dehydration.  The sooner the problem is identified and supportive care is started the better the prognosis.
I would not give a young puppy any medications without consulting your veterinarian.  The stool needs to be examined for bacterial overgrowth or parasites.  You need to discuss the milk replacer you have this puppy on and the amount you are feeding to make sure this is adequate.  Overfeeding is a common problem when nursing an orphaned puppy.
Usually 21 days or 3 weeks is the age puppies start urinating and defecating on their own.  Try stimulating her to urinate and defecate by rubbing a cloth soaked in warm water on her genitals and around her anus.  This may help her pass stools.
    Good Luck!
