Make sure you have adequate drainage . I applied what is called a Burn Down rubberized roof. You can contact your local lumber stores who can steer you in the right direction. Flat roofs can be problematic so it pays to have the proper roofing to begin with and save yourself from having constant problems. The same info. Applies to roofs that do not have adequate pitch to them.

Obviously tar is a better option than paper. How could be a paper an efficient source of handling leakage .There is another suggestion, that you can cement it as well. This will help you out for the permanent repair for leakage.
