Well you won't know until you ask! As you know he's ayear older than you it sounds as though you already know something about him.
The only thing to do is get the courage to ask him if he'd like to call in for a drink and a chat as he lives so near to you. He can only say no and there's no harm done. Who knows he might welcome some comapny from someone who lives near and if you get to know him better you'll know if he's in a relationship and can decide what to do about taking any relationship further if you do meet up.

Then you will naturally find out if he is dating someone. As well, it will let you develop your relationship and see if you really like each other or it is a passing crush.

Sometimes the adrenaline rush that comes with infatuation can be misleading so it's a good idea to take your time and get to know the guy in a friendly way first. Once you know him better, you might find out that he's not what you're look ing for. Alternatively, you might realize that you really do like him. Friendship is a great solid foundation on which to build a romance. Either way, you win. If romance is not in the cards, you will have made a new friend.

You know what, even I faced such a situation.So I'm giving you some tips from which you can make out about his feelings - if he is looking out for a chance to have a glance at you, if he smiles at you, if he tries to have a chat then no doubt that he likes you. I guess that's enough if he likes you and I'm sure from then you'll manage him.

Just go ahead and ask him. I do not see why he would be offended with that question. If he says no, still be friends with him; you never know if they might break up. If he says yes go for it. GOOD LUCK!!!!!!!!!!!!!!

Look in my opinion you must understand today means the time we are living in right now. Today there is not much room for Folk lovers like Heer Ranjha, Romeo Juliet type. Live in today's life. If you like this guy go and tell him. Before telling him make some moves to get his attention and see if he responds. You may get an invitation from him as well as a result of your moves. But by now you must know the proper moves to attract his attention.

Anyway, if he responds to your moves properly, then you will have what you want. But if he is already seeing someone else he might neglect you or start avoiding you. Then you have to decide whether to keep smashing your head to the old wall or want some new relationship. Or you are so determined to find a guy from your apartment complex that no other guy from any other complex could ever impress you. There are many in this world who just receive a single welcome move from you. That guy is not the last man in this world.
