Spain and Portugal are neighbouring countries. Not sure you can say that Spain 'explored' Portugal when they are next door neighbours.
Of course, Spain and Portugal only came into existence relatively recently on a historical scale. Before that they formed a loose alliance of sorts as the Iberian peninsula in Roman times. They do share a similar culture and the languages are quite closely related.
