I would call the vet and tell him/her about the lack of urination.  They will probably tell you to bring the kitten in to be seen.  I find it hard to believe a kitten that age could have a blocked urethra, but you never know.  I hope she goes soon, so you can just start to enjoy her.  I got a kitten 2 months ago at the Humane Society.  He had an upper respiratory infection, and I was as worried about him as much as a child.  I was so afraid I'd lose him, but it all turned out well, and I hope your kitty's problem does too.  By the way, could she have urinated somewhere other than the litterbox.  Even when they're litterbox trained, they may urinate elsewhere because of fear etc.  Good luck!

Take your kitten to a vet immediately. It could have a bladder or urinary tract infection, and all sorts of other things.
