The term 'second person' is a grammatical term which describes the person whom the doer or the first person talks to. When you add the word perspective with the word it describes that something is being watched from the perspective of the second person.

Usually the term is being used in the context of novels where it describes anything from the reader's point of view. Sometimes you can also find the use of the word in the context of movies where the viewers' point of view is being taken to describe something. Now-a-days the word is getting more importance because it is the era of interactive programming and when some thing is being made in the second person perspective, it is better connect with the viewers and more money can be got in consequence.
