Can A Minimal Under Bite Cause Health Issues In Dogs; Particularly In A Shiba Inu ?

Probably not. Its a lot like most people who have minimal under bites. Most likely they don't even realize that its there. Your main concern would be if it effects their eating and breathing habits which is usually the case in severe cases of under bites, because then the rest of the face is usually very smashed and that leads to nasal passage problems.
