To me, it looks like your best solution is to, if possible, improve your credit so you can qualify for a loan. The Fair Credit Reporting Act grants you certain rights to challenge negative information on your credit report if you suspect it might be inaccurate. Getting these negative items removed from your report will increase your score and, hence, your ability to get a personal loan to pay off whatever issue you encountered in 2002.
