How To Calculate The % Of Monthly Over Time Of Worker. E.g 260 Hours Are Monthly Normal Time Of Worker And Over Time Is 100 Hours . 100/260*100 Or 100/360*100 , Which Is Correct?

I believe it is the latter. If he works 260 hrs +100 overtime = 360 in total Within that total 100 are over time therefore 100/360*100 will give you the percentage that 100 is of 360. I.e. 27.7%.
To prove this double the total hours worked 720 x 27.7% = 199.44 Rounded up is 200 hrs.

Overtime hours/monthly normal time
So in this case, it becomes:
100/260 * 100
