Is the dog in pain and require a vets assistance is it time to consider the dog should be put to sleep?

I would see a vet. He would be able to give proper diagnosis for the older guy and then decide if he can live a happy healthy life from there. I would only put an animal down if there was nothing my vet or I could do to give him a pain free happy life and then I would still have a hard time doing it.
