I have a 15 month old male Yorkie and he licks his little peepee a lot and it stays out @ 1/2 inch most of the time. I use Vaseline to put it back in but it just happens again. Is there a problem and will neutering correct the problem?

This is normal, and there is nothing that you have to do, or can do to keep it in. Your puppy is a typical little boy(animal or human) in fact, you putting vaseline on your puppies penis, could cause a problem on its own. Trust me, you have a normal puppy.
