    I have no hot water in my kitchen and i am refusing to pay rent till the hot water is back on also no smoke detector are installed in my apt what are my rights

    Yes you can exercise your right for providing you the basic facilities for your home and kitchen you should stop the payment until your landlord does not overhaul the apartment so you can easily force your rights.
