The first step is behavior modification.  When you see your cat scratching on the weather stripping spray it with a water bottle or make a loud noise to deter this behavior.  Also make sure your cat has other appropriate scratching places like a scratch post etc.  Encourage the cat to use the scratch post by placing cat nip on and around it.
You can also talk to your veterinarian about soft paws (they may have these in pet stores too).  Soft paws are plastic nail covers that you apply to your cat's claws so they can't damage things when they try to scratch.  These need to be replaced every few weeks to months depending upon the cat.
There are two surgical procedures to stop a cat from scratching.  The first is a dewclaw; this is when the claw and last bone of the digit are removed.  The second is a tendonectomy; the tendon that allows cats to extend their claws is severed.  When the tendon is severed the cat can no longer extend the claw and is unable to actively scratch.  Before a tendonectomy is performed you need to make sure you can trim your cat's claws weekly because the claws will keep growing and they will need to be trimmed regularly.  If they are not trimmed they will grow around into the pad of the foot.
Talk to your veterinarian about these options.
