First you need to check about the requirements of the firm for the promotion and the post you are looking forward to get. If you are perfectly eligible for the post then you should look that either the post is vacant at that promotional position or it is occupied. The companies do not give promotion to the junior employs if they have a senior person on the post already as they may not increase the seats or officers in a particular category unless they need to expand the company and require such a post generated in the company.
If you want my personal suggestion then I would like to say that you should continue working on your post and try to find the job at the other places also. The new companies always look for the competent guys and they give a better package than the company you are working in. Explore your opportunities. Once you get a better opportunity, avail it and leave the firm you are currently working in if they do not promote you in a span of time.
