    Yes, they are still considered US citizens, but may also be considered citizens of the country they are born in as well (dual citizenship). The US does not recognize dual citizenship, but often other countries do. So you will have to check the legality in the country that you are speaking of. Also I believe that you will need to fill out some documents concerning an out of country birth so that a US birth certificate can be issued for your child. If you do not file the correct paperwork, they will have difficulties later in life proving that they are a citizen.
