A portrait is a likeness of a person, emphasizing on the person's face. Anyone who can aim a camera can also make a portrait. Some people might do it better than others. The key is to not just take a photograph but also to capture at least one such element that reveals the subject's personality, attitude or any other feature which forms the individual nature of the person.

I agree with the other answer but would also like to give a couple more hints. First, fill the frame. I use my telephoto to shoot portraits because many people don't feel comfortable with a camera a foot or two from there nose. Second, don't always have them looking at the camera or shoot from straight on all the time turn their head slightly. Third suggestion for any photos is what is called framing. You can use blades of grass, reeds, branches, poles anything to frame a subject and provide direction to the eye. With a little experimenting you'll be shooting like a pro.
