You may have some difficulty finding on campus accommodation at Oxford University, but there is a good choice of budget lodging in the city itself. I recommend that you contact the YHA Oxford (2a Botley Road), where the nightly rate stands at £20.50. This price also includes breakfast. Since you will be staying for three weeks, you may be offered a discount.
Another option is the Central Backpackers Hostel (13 Park End Street), where you can find lodging from £14/night in a dormitory. The Oxford Backpackers Hostel, located at 9A Hythe Bridge Street, is another option. They have beds available from £9.00/night, and this includes a free, continental breakfast.
Oxford also has a number of guest houses and bed & breakfasts. Most of these, however, are above £30/night. You should, however, try to negotiate a special rate if you will be staying for three weeks.
