I do not understand your question--do you mean cut the hair or dock the tail? Tail docking should be done within the first 5 days of life. Any later and it is treated as an amputation. After day 5 the nervous system is fully intact and it is a surgery.
If you are very careful you can trim a small amount of hair from your puppy's tail if needed.
