Can I Tile On Top Of Ceramic Wall Tiles?

Answer Question

If that is a smooth, shiny ceramic wall tile, absolutely not.
Look at the back of a tile.  That is the type of texture that tile adhesive will adhere to.
I wouldn't even attempt to tile directly on top of another tile in a horizontal position.
Remove the old tile, repair any damage to the original wall, put in a backerboard and it will last.

Provided they are sound and the top tile is not heavier it should be ok to tile on top.
