The Congress Reaction the Viceroy, Lord Mountbatten had worked out the Partition Plan of 3rd June, 1947, with the consultation of the two Major Parties, Congress and Muslim League. Basically the Congress was deadly opposed to the partition of India. But the fast changing political, circumstances of the country, especially the never-ending of Hindu-Muslim riots, had made the future of country uncertain. This led the Congress to think that if it did not come to an agreement with the Muslim League, the British Government was not likely to make the transfer of power according to the wishes of the Congress. Thus the country would have to face m serious political crisis.

The Congress was not unaware of the fact that the Quaid-i-Azam could not be persuaded to with draw from the demand for Pakistan. It was, however, possible to have a talk with him on the question of partitioning the Punjab and Bengal Provinces on the basis that non-majority areas of the two provinces should be cut off from the Muslim-majority areas. The Congress thought that if it was made clear to Jinnah that the non-Muslim-majority areas could never be prepared to join Pakistan and they would ultimately annex to India, Mr. Jinnah would either withdraw the demand for Pakistan or his Pakistan would comprise two broken pieces having between them the distance of one thousand miles.

Such a Pakistan could not maintain its sovereignty and would be bound to amalgamate in India. It was with this in view that Congress accepted the partition of country. When the Partition Plan was worked out, in got the approval of Quaid-e-Azam and at last announced by the British Parliament, the Congress had no alternative to accept it.
