To some extent this depends on your mortgage provider, if you have one. If there are serious or potential serious problems with the house, then the lender may say that they will reduce the amount they are willing to lend you. So talk to them immediately.
However, it is important to start negotiations with the agent who is acting for the vendor (usually the Estate Agent) and explain to them what has been highlighted in the surveyors report.
Keep a calm head. Don't say that you are desperate to buy the house or anything like that. Tell them roughly how much the works will cost and ask the seller to consider a revised offer. If the seller refuses, point out that anyone buying the house will ascertain these problems eventually and so it needs to be addressed.
If you cannot persuade the seller to be a little flexible it probably is better to just walk away, since they may dig their heels in over something else and there are plenty more houses around !
