What Similarities Are There Between The American Presidency And The British Prime Minister?

    Foley, a political commentator, argues that some features of the American presidency can be employed to analyse the changes in the role of the Prime Minister which have occurred over recent years. There are four clear features which arise form Foley's argument.

    Firstly, he points out that the British Prime Minister has adopted a 'spatial leadership' which refers to the attempts made of American presidents to distance themselves politically from the presidency when it is wise to do so. John Major's criticisms of the bureaucratic elements of government is an example of this occurring in the British political establishment. Secondly, the claim to be outsiders has also been the stance of Prime Ministers from Callaghan onwards (e.g. Thatcher and Blair - who kept in touch with the rank and file of their party). Thirdly, American presidents have increasingly asked for the support of the general public, which, according to Foley, is decisive for the Prime Minister. Lastly, it is assumed that the personal qualities of the Prime Minister are central to public evaluations of political leadership, performance, and therefore, power.
