I haven't been able to find any site that definitely offers free compost bins (though you might well be able to find one in the near future, as I believe a lot of councils are starting a big push to get people to use them.
In the meantime, the best offer I have seen is from recycle now.com They are working with selected UK councils to offer organic compost bins at £8 which is a very good price - I'm thinking of getting one myself. You have to look and see if your council is on the list, but if it isn't they could probably tell you whether it is going to be.

One good solution is to dig a hole 3 to 4 feet deep, then line it with plastic garbage sacks, and use some old planks to cover it. Another good solution is to use the same hole and insert an old 30 to 50 gallon barrel in it. Whatever you use - you will need some holes in the bottom so the moisture will drain.
And a strong lid is advised - so no one will fall in.
I have used this method in my back yard and it has produced good results.
