It may likely be late blight, caused by a bacteria favored by cold, wet conditions, such as those that many areas have experienced this year. The bacteria is in the soil and splashes up on the leaves when it rains. For this reason, mulch with straw and water plants from the bottom. Remove the affected leaves and spray with a copper-based fungicide.
