We have very little water pressure if someone turns something or flushes the toilet. The city came out, say its not them, what would cause this.

If you live in an older house you might have galvanized pipes that have rusted over the years, the rust will build up on the inside of the pipes causing them to clog. If there has been a break in the pipes and they have been repaired, there could be dirt and debris in them causing the pipes to become clogged. Also make sure your meter is turned on all the way. Your supply lines might not be big enough to deliver the proper amount of water to your house when there is an extra demand for it.
