My passenger side rear tire won't spin on my car, it's locked up. The drivers side rear spins fine. What could be the problem

Joe has it right. Worn brakes are the most likely (I would give it 95%) or it may be bearings have gone out (about 5% likelihood).

Remove the rear tire and check your break pads if its a disc break or your break drums if its drum breaks. Either one could be separated from the baking. You might also check the break callipers because they could be leaking fluid and locking the wheel up.
