Yes. The program does not disappear because you deleted the desktop icon. You can still go to the Start Menu and look inside All Programs. You will see all of the programs you installed. Click on the one you want and you're in business. There is no hunting for that pesky icon buries somewhere on your desktop. As a bonus, now you can see what your desktop really looks like.

It's ok as long as it's not something that's important. If you delete a icon form your desktop it automatically go into the recycle bin and it will stay there until you empty the recycle bin. I would recommending only deleting what you don't use. By deleting the icon the program is still on the computer drive until you go uninstall it from the control panel under add/remove programs and once you do that the icon and the program is completely gone, not to the recycle bin but out of the computer.
