To make paper mache' you mix water and flour to make a paste, (but not too thick) tear tiny stripes or squares of newspaper. depending on what you want to paper mache' for this instance we will paper mache' a sphere, take a blown up balloon and cover in the paste, then stick on and cover with the newspaper.
You should develop your own technique as you go but keep the consistency together and don't have paste dripping everywhere.
it is best to do a few layers to achieve a stonger mould. let to dry and then you have your paper mache'

Papier-mâché is usually made my stretching strips of paper or fabric soaked in a thin glue over a structural frame. The form that I grew up with was strips of newspaper and a paste made from water, flour, and a little glue. Most recipes use Elmer's white glue and water, and nothing else, so I would recommend trying that. The mixture is two parts glue to one part water, although this depends on the thickness of the glue. Mix water into the glue until you get a consistency a bit thicker than milk. You'll want to work in layers as you spread the strips of cloth or paper over your frame, letting each layer air dry completely before applying the next one. The strips of each layer should overlap a little, and you should probably only do between two and four layers, depending on the size of your project.
