Well most likely with the description it sounds like the egg of a frog. But still your description is not pretty clear so I'm not sure what kind of an animal or insect it can be. But for further more information you can log in to www.wildlife.com.

Frog eggs tend to be laid in clusters. Those I have seen have been the size of a water chestnut or smaller. Clear with a black dot in the middle which turns into a tadpole. They kind of look like a mass of slime. Is it possible that it is a turtle egg that just happened to be in the wrong place at the wrong time after a heavy rain, maybe got washed into the water. Also depending on where you live, there are other amphibians like salamanders and such that might lay their eggs in the water. But without knowing the size, it is hard to tell.
