    Initially the SEU (Social Exclusion Unit) adumbrated five key issues that were namely neighborhood renewal, rough sleepers, teenage pregnancies, lack of education of the young people, training and unemployment issues along with the menace of truancy as well as school exclusion. Making an observation after gaining a comprehensive understanding of the matter, the Social Exclusion Unit castigated and upbraided the erstwhile central governments and the local governments who had undertaken such strategies that had deprived many social classes and had lead them to involve in such practices.

    Not only that but even the strategies of reform that the previous governments had formulated, they had failed to invest properly in their plans and had consequently been incapable to ensure the plans' proper implementation. As a result, various problems such as homelessness, unemployment and many other ones had emerged out in the open and had spread with several areas being deprived of basis necessities.
