I have experienced the same problem. I feel that it may be the same as mine and feel that the problem is that the toilet I have suppose to use only 1.5 gallons to flush but this does not generate enough hydrostatic pressure and venturi effect. What I have to do is flush more often and try not to use a dense toilet paper. The turn that the debris has to make is too extreme for the low amounts of water being used. The other option is to purchase a new toilet to resolve this problem. Also, my bathroom is on the opposite side of the house where my sewer system is, therefore this means you main sewer line has to be roto-rutered to confirm may answer because if there are solids which built up in this line it could hamper your flushing abilities. My tip to you is fill your bathtub up with hot water and turn on the fawcetts and drain the tub and flush the toilet whilst all this water is being drained and see if this can assist in helping the toilet flush.

Purchase a little German tool called baguley Wolf',it fits on the end of your garden hose, but has jets pointing forward and outwards(these spin the water jet) ,push the hose up the sewage pipe and the 'Wolf'cuts and moves debris in the pipe .
