I have given him some ear drops that were provided to me when I adopted him, and they seem to provide some relief, but don't cure the problem.

Your dog is suffering from Facial nerve paralysis. It causes dropping ear and ear canal. You can help your dog by using "Anti-Inflammatory" or "Antibiotic medicines but you have to make sure if your dog is suffering from this disease or not. If this is ear canal disease then only surgery can help it.
