I am trying to start an online business and i need to purchase through wholesalers and they will not sell to me unless i have a state tax id #.

I can't be certain about Lousiana, but frequently the federal ID # or EIN (Employer Identification Number) is the same number states use as state ID #s. If you are starting a business online or otherwise, you'll need the federal number, so you might as well do that. There is no charge for it. Go to www.irs.gov and get a W-9 Form.
You should check with LA's taxation department to see if you need a separate number.
