What can I do if the landlord and the maintenance enter my apartment without permission?

My landlord or someone has been entering my apartment without permission and they turn on my air condition this has happened twice what rights do I have to stop this from happening again?

You can file a case in the court because the landlord is in contract with you and cannot enter your house without your permission.
