If you are paying rent yes call your town or city hall and they will give you a number to the person in town or city hall who take care of elderly and disabled and both elderly and disabled have many rights I would also call the electric company and try to put the bill in your name the weather is getting warmer and someone who has had 2 strokes knows the importance of staying cool by air conditioner or fan either way the both require electricity and maybe you should think about moving with someone else who will give you the common curiosity of telling you there moving out and shutting off the electricity hope all works out for you
