The characteristic trait of an evergreen flower is that it blossoms through out the year. This may not be possible in the temperate countries where temperatures are extreme but is true for tropical climates where many species of plants flower throughout the year. It does not mean that the life span of the flower is extremely long all it refers to is that the plant or shrub blossoms the year round.
The key word here is evergreen that means something that has foliage and remains green the year round. In cold temperate regions the only plants that can be said to be evergreen are firs and pines. Perhaps the best way to cultivate tropical evergreen plants in these places is in a greenhouse where they are protected from the cold yet get all the advantages of sunlight.
