Federal grants are not taxable on the Federal tax level but may be taxable by the state. It depends on the state. Since FEMA grants are based on a specific cause, the legislature has to issue a ruling on whether these grants by the federal government would be taxed. As a professional insight from past experience in taxation, I would be inclined to think that the disaster relief payments would not be taxed to the extent that they are less than the losses which were sustained. As said, however, it is the legislation or the Governor who would decide.
