A buoy does not really mean anything but is considered to be a floating device. Sometimes a buoy can be anchored or else it could also be allowed to drift.
A buoy usually serves for various purposes. It serves as a sea mark for boats and ships to sail safely. The Sonobuoy is used by anti-submarine warfare airliner to identify submarines by SONAR. The Surface Marker Buoy, helps to mark the position of the scuba diver below water. The weather buoy helps to determine weather parameters like air temperature, barometric pressure, wind speed and direction. Not only does it determine all of this but it also reports these statistics with the help of satellite radio links to meteorological centres. The tsunami buoy helps to determine the unexpected changes in the sea water.
