I'm sure they do, they certainly should. It is sometimes difficult to get information from other states. Yet normally they are very careful not to give an animal to someone with a history of abuse.
Since animal abuse is a criminal offence, once charged the state records would reflect this.
If this matter went to court, there would certainly be records nationwide.
Whilst they may not be able to stop someone from getting an animal from a breeder or another owner, they would certainly not give them one from a shelter.
The other factor would be, if they discovered the owner had acquired a pet and could prove this, which would not be difficult to do, they could confiscate the pet and charge the person again, for breaking the order of the court that they not have a pet again.
Animals do not ever deserve abuse, and we have to use the law, as flimsy as it can sometimes seem, to prevent anymore animals from being hurt, maimed, and blamed for man's cowardice and disloyalty.

I have adopted animals from a shelter before. They didn't do a check on me. I would say it depends on the shelter you adopt from. You can call and find out.
I truly hope that you don't abuse animal, this is a wierd question to ask if you don't abuse animals unless you are inquiring about somebody else.

XD Don't worry I would never abuse cute little poor animals. I was doing a project in school about animal abuse.
