Do Animal Shelters Check Whether Or Not You Have A History Of Animal Abuse Before They Let You Adopt A Pet?

In the UK yes they do check on you, especially the RSPCA but people do slip through the loop.
It's difficult to imagine why anyone who has a history of animal abuse would be so cruel as to want to take an abandoned animal who has already been through a lot.
Because most animals who are in shelters have had a bad time many will only let people adopt the animals and they stay under the actual ownership of the shelter. This is in order to keep check on the animals wellfare and to enable them to be removed to safety if they suspect that they are not being cared for properly.
If you suspect that someone is trying to adopt a pet when they have a history of abuse please inform the shelter or the police as no animal deserves that.
