My Dog Has Been Acting Lethargic And Not Eating Or Drinking Without Coaching. Is There Anything Else I Can Do At Home To Help Him?
I have already contacted some vets in the area and they do not make payment arrangements. One was nice enough to tell me to try giving him some Pedialyte through a syringe and also try to feed him some chicken baby food. He has eaten a little of the food and began drinking small amounts of water, but he has also been throwing up small amounts of white foamy liquid.

It would be best to have your dog examined by a veterinarian. If your dog is vomiting oral medications will not stay down. Further vomiting will increase dehydration and makes things worse.
Contact your local shelter to see if there are any low cost or income based clinics in the area.
You can also try Pepcid at a dose of 1/2 milligram per kilogram of body weight by mouth twice daily.
Feeding a bland diet may help-boiled chicken or hamburger, plain yogurt, or canned pumpkin (non-spiced)--they all help settle the stomach.

Thank you for your help! I will contact the shelter in the morning and go from there, but until I'm able to get him to the vet I will try your suggestions.
