My darling husband says all you have to do is scrape it off, he says also that the popcorn texture is easy to remove, and you don't have to replace the drywall unless you find that it's ruined with something like water damage. Hope this helps.

Correct answer. I have done several such jobs myself, and it is easy, but messy.

I agree with the last 2 answers.  They were good.  But if you are due for new drywall and can afford it I would just do it all at the same time and get it over with so you don't have to re-due in it in the future.  Save time and stress.  Good luck.

Tiggersmom is right, but just remember to get yourself a sprayer from the home supply store. Fill it with water and spray the popcorn before attempting to scrape it off. Otherwise, you may end up damaging the drywall. It is not a good idea to try to scrape off the popcorn if it is dry.
It's a pretty messy job, so investing in a roll of plastic to lay on the floor is a good idea. Once the popcorn is off, it is much easier to just roll up the plastic and put it in the garbage.

A lot of good advise. If you will be working in water turn off the electricity to the room. Check all the outlets and light sockets to be sure. Also be careful as you get to the edges since there is probably drywall tape under the popcorn. If you tear the tape you might end up with a messy and unnecessary patch job

      All good answers here.
It is not necessary to change out the drywall on the ceiling unless it is damaged, but since your house is 23 years old, there is a chance that there is asbestos in the popcorn on your ceiling.
So be sure to wear masks and keep the room well ventilated when you scrape it off. You don't want to be breathing that stuff into your lungs.
