Find a windows emulator and reset it or bring it some where and they can do it for about 40 bucks

Depends on how the password was placed there. If this drive is out of a government computer, then the password was laid down in the boot sector most likely.
Try downloading a copy of knoppix live cd and run the fdisk program. Delete the partition all together and start from scratch.
