I would like to direct varying frequencies at test material up to 10 meters away and record the effects of those frequencies on the substance, i.e., changes in heat. The frequency range will be between the 500 KHz and 30 MHz ranges.

Most ham radio transmitters operate in those frequencies at 100 plus watts of power, linear amplifiers can boost it higher. Or you might be able to use a signal generator, less power but will cover the whole frequency range...In either case you would need a multi-band unit...If you can get by with very low power levels, a grid-dip meter would work, good luck finding one, though.
