My Westie does this. It could be a skin condition, similar to eczema. I wash her paws in medicated shampoo once a week, this solved the problem over about 4 weeks. I use Malaseb shampoo. But there are many kinds available in the pet shops. You could also add primrose oil to her food, it just encourages good skin and glossy coat.

Sounds like your baby has allergies. My pit bull has allergies too. Ask your vet what meds you can give to make her feel better. Ask him about benadryl.
