In order to find a Togekiss you must get a Togepi out of an egg at Heart Home City, have friendship and it will become a Togetic, then use a shiny stone to evolve it to a Togekiss.
In order to find a Milotic you must find a Febass in Mount Cornet and fish for a Febass. Then you must get a Max Beauty to evolve it to a Milotic.
In order to find a Gar Chomp you must go to Victory Road and find a Gabite. Evolve the Gabite to a Gar Chomp at level 67.
If you just want to see these Pokemon you must beat the champion of the Elite Four.
