    There are numerous arguments in favour of holding referendums. It is argued that they encourage participation, act as an educational device and mobilise consent for a law to be passed. They also provide a single clear answer for a specific question and increase the legitimacy of major measures of government. They are needed when the party system is either too rigid or no longer delivers policy choices that voters are seeking. Referendums can strengthen constitutions when used as a means of confirming changes in the way we are governed. They can also help legislators keep in touch with public mood and can provide legislators with justification for introducing key reforms.

    Examples of referendums in Britain include, in 1973, when voters in Northern Ireland were asked whether to stay in the UK or join the Republic of Ireland. In 1979, there was a vote in Wales and Scotland which rejected a move to devolve the powers of both countries. However, devolution was accepted in another referendum in 1997.
