This is just an old wives' tale. It really is only possible to have one hair growing from each hair follicle, so if you pluck one out, it will only be replaced by one other.
However, the older you get the more likely it is that you will have a lot of grey hairs. Most people start to have at least some grey hairs by the age of 30 and then by the time a person is 50, almost half the hair will be grey.
If you keep plucking away at the hairs, then it is likely that you will risk damaging the hair follicle. This may mean that when the hairs grow back they are crinkly and frizzy. This is fine if you are 30 and are only plucking out a few hairs, but if you are older then a signicant number of hairs could grow back in this way. The best way of dealing with grey hair is to resort to using hair dye.
